Cook ground beef. Drain and set aside.
Sautee onions, carrots, and celery with Italian seasoning, oregano, salt, and pepper.
Add beef, potatoes, and chicken broth. Simmer until potatoes are tender.
Melt remaining butter and stir in flower. Add this mix to the soup.
Stir in cheese until fully melted.
Add milk and bring to a boil.
Stir in sour cream.
Remove from heat and serve.
